RICK ON THE ISSUES

Please reach us at rickforrep26@gmail.com if you cannot find where Rick stands on a certain issue.

As a principled conservative Republican in the Arkansas House, I have been a steadfast champion for lower taxes to empower hardworking Arkansans and stimulate our state's economic growth. Since taking office, I have supported tax cuts every year from 2021 through 2025, including sponsoring the Grocery Tax Relief Act to exempt groceries from state sales and use taxes, increasing the homestead property tax credit, and lowering the state income tax, both personal and corporate.

I am committed to protecting Arkansas from foreign adversaries like China, ensuring our state's land, economy, and institutions remain secure and sovereign. As a conservative Republican, I have sponsored key state legislation such as Act 811 to prevent foreign-party-controlled businesses—particularly from China—from leasing or owning agricultural land, Act 943 to prohibit state agencies from purchasing promotional items manufactured in China, and Act 937 to amend laws restricting actions by foreign entities. Additionally, I voted for the Research and Education Protection Act of 2025 to safeguard Arkansas higher education from prohibited foreign influences.

Drawing from my conservative Republican principles of law and order and property rights, I stand firmly against illegal immigration that undermines Arkansas communities and burdens state resources. At the state level, I sponsored Act 238 to criminalize unlawful squatting on property, addressing intrusions that can stem from unchecked illegal activity and protecting Arkansas landowners. I support state measures to cooperate with federal enforcement, deny state benefits to illegal immigrants. Thus ensuring Arkansas remains a safe haven for law-abiding citizens while rejecting policies that strain our state's taxpayers and public services.

As a conservative Republican, I advocate for market-driven solutions to lower healthcare costs in Arkansas without expanding state bureaucracy, focusing on efficiency, workforce development, and support for vulnerable populations. I have sponsored legislation to transfer general revenue to the Aging and Adult Services Fund for elderly food services, enhancing nutrition and preventive care for Arkansas seniors, and to adopt a statewide practical nursing program core curriculum to increase consistency in nursing education and bolster our state's healthcare workforce. I voted for reforms like allowing juries to consider actual paid medical costs in lawsuits to reduce inflated damages and permitting nonprofit hospitals to hold retail pharmacy licenses, while opposing mandates for minimum reimbursement rates that could drive up costs. Additionally, I support stable health insurance rates for state and school employees to keep coverage affordable.

I am a lifelong conservative Republican dedicated to upholding traditional values, religious liberty, and constitutional rights for all Arkansans. As a pastor and family man serving on the House Aging, Children and Youth, Legislative Affairs Committee, I prioritize protecting the unborn through pro-life legislation like amendments to the Arkansas Human Life Protection Act. I support educational reforms in Arkansas schools, including displaying the Ten Commandments, teaching the Founding Fathers' moral and religious beliefs, firearm safety instruction, and protections for religious expression, as passed in the 2025 session.
